The team is based in Washington DC and led by Robert Nichols, who has deep expertise in contentious and non-contentious international contracting matters, Andy Liu, who is well versed in investigations, fraud, FCA and claims litigation, and Lynne Halbrooks, who counsels clients on compliance and enforcement matters often as part of internal and government investigations.
